Dr. James D. Worsley was appointed Deputy County Administrator for Human Services in October 2020. Before being appointed Deputy, he was Director of Chesterfield Department of Parks and Recreation. As Deputy County Administrator, he oversees the operations of: Citizen Information and Resources, Community Corrections Services, Drug Court, Juvenile Detention Services, Mental Health Support Services, and Social Services. He also serves as liaison for Chesterfield County Public Schools, Courts and the Chesterfield Health District. Before coming to Chesterfield County in 2016, James served as Director of Columbus, GA Department of Parks and Recreation. He was a long-time member of the National Recreation and Park Association, having served in numerous capacities including regent for the supervisors' management school from November 2013 to November 2019. He was also inducted into the American Academy for Park and Recreation Administration.
He holds a bachelor's degree in therapeutic recreation and a master's degree in management, both from the University of North Carolina at Greensboro and a doctorate in Leadership from North Carolina Agricultural and Technical State University.
