Indiana Disproportionality Resource Center
The Indiana Disproportionality Resource Center (IDRC), housed within the Center on Education and Lifelong Learning (CELL), supports Local Education Agencies (LEAs) across Indiana in understanding, identifying, and addressing disproportionality in special education and school discipline. As a CELL initiative, the IDRC provides consultation, technical assistance, and data-informed guidance to help districts advance equity in identification, placement, and disciplinary practices.
Our team analyzes district-level data to help LEAs identify patterns of disproportionality, understand contributing factors, and implement evidence-based strategies to reduce disparities. Districts may contract directly with the Center for individualized support.
In addition to data analysis and technical assistance, CELL’s IDRC offers comprehensive Policy and Procedures Reviews, collaborating with districts to evaluate alignment with federal and state regulations and to identify opportunities to strengthen practices. The Center also provides the latest research, training, and resources on disproportionality and works in partnership with LEAs to develop and implement plans that promote fair and equitable outcomes for all students
